Councillors in Inishowen are demanding a change to local litter bins which is sticking in their throats.
Public representatives told the latest meeting of the municipal authority that a design fault makes it looks like many local bins are full when they are not.
And people munching on takeaway pizzas appear to be the biggest offenders.
Chairman of the Inishowen Municipal Authority, Cllr Nicholas Crossan said coffee cups and pizza boxes were jamming up public bins.
He said people were taking pictures of what appeared to be full bins and posting them on social media which was giving a bad impression.
He revealed many of the bins in Buncrana were not full but the waste was resting on top of the bins because of a design fault.
Councillor Albert said there was a similar situation in Carndonagh and said the people in the local tidy towns needed to be supported in their efforts.
Brian McBrearty from Donegal County Council said he will investigate the situation.
