The Bunbeg Coastguard vessel was delayed in responding to an emergency call-out at the weekend because of cars parked on the local pier.
Local county councillor Micheal Cholm MacGiolla Easbuig has appealed to locals and visitors not to park in the area.
The incident happened at 2pm Saturday afternoon last.
The coastguard was responding to an incident in which two people had got into difficulty in the water.
“Every second counts but due to irresponsible and inconsiderate parking it took them another five minutes to launch and somebody could have died.
“I would ask people to please consider where you park. I was in contact with Donegal County Council and to look to address this issue.
“People could have died yesterday. Don’t park there or on the slip down by the pier.”
