Údaras na Gaeltachta have been asked to intervene in a dispute between management and workers at the RAP plant in Gaoth Dobhair.
Up to 100 workers have voted to strike at the factory in a row over union rights.
Local county councillor Micheal Mac Giolla Easbuig said Údaras must play their part in the stand-off.
However, Údaras say they cannot interfere in industrial disputes.
“I talked to senior management of Údaras na Gaeltacht this morning again about the importance of talking with the management of RAP Gaoth Dobhair to ask them to sit and talk with the trade union SIPTU in the interest of the workers.
“Unfortunately, Údaras are saying that it is not their role to interfere with industrial difficulties that workers have with this company.
“I strongly believe that Údaras na Gaeltacht has a role in this dispute and again I would call on them again to come out strongly in support of the workers because at the end of the day the role Údarás has is to look after the interest the people of the Gaeltacht and not the interest of the company,” he said.
