Members of the Irish Nurses and Midwives Organisation (INMO) are meeting representatives from the HSE today.
They will be discussing the dispute over staffing, recruitment and retention.
Senior members from both sides of the dispute will analyse initiatives put forward by the INMO and SIPTU last week. This will continue until Tuesday.
Representatives from the INMO will also meet with the Public Service Pay Commission on Tuesday.
An executive council of the union will discuss the outcome of the talks on Wednesday.
It is hoped that the funded workplace plan put forth by the union will lead to an increase in permanent whole-time posts throughout 2017.
However one-day stoppages are a possibility as 90% of INMO members voted for industrial action in December.
