Páirc Seán Mac Diarmada has a capacity of just 12,000, a Leitrim County Board spokesman has confirmed to Donegal Daily.
The official capacity is just 9,330; but an inspection tomorrow will decide if 12,000 will be allowed.
With Laois expected to insist on half of those tickets, and others given to Leitrim, less than 5,000 Donegal fans will be able to see the game.
The tickets went on sale on gaa.ie this afternoon.
“There’s going to a huge scramble for tickets and clearly there won’t be enough,” said one County Board member today.
“We don’t understand what Croke Park were thinking when they decided to go for this venue.
“It’s handy enough in terms of distance especially for fans from south of the county but we believe our fans could fill it alone – with more left outside.”
Laois fans are also unhappy, with many taking to social media to complain.
“This is the biggest game we’ve had in years and we won’t be able to get in to see it,” moaned one fan.
The decision will mean clubs in the county will receive tiny allocations for the match.
