The men, believed to be foreign nationals, pitched a tent on the Derrylahan Trail, a marked walk at the Co Donegal park.
As many as six men were spotted in the area on Christmas Day.
Around 50 empty beer tins could be seen dumped in a pile beside the tent which was pitched in a wooded area overlooking the lake.
A howling gale had lashed the area with heavy rain for most of the weekend.
A donegaldaily.com reader who saw the site said he felt sorry for the men.
“Quite why they thought it was a good place to stay for Christmas Eve and Christmas Day is beyond me,” he said.
“I just thought it was awful sad that this was how someone was spending Christmas Day. We’d gone there for a walk before Christmas dinner.”
Another person who saw the men added: “They seemed in good spirits but I still felt sorry for them.
“It’s dreadful that these people spent Christmas in a tent.”
